Stephen Sills brings to PRMS over 30 years of insurance industry experience with a record of proven success and commitment to customers. He founded Darwin Professional Underwriters, Inc. in 2003 and served as its Chairman, President, and Chief Executive Officer until 2008 when Darwin was purchased by Allied World Assurance Company. Prior to this, he founded Executive Risk Inc., where he served as its Chief Underwriting Officer from 1988 to 1996 and Chief Executive Officer from 1996 to 1999.
With his trademark entrepreneurial and innovative management skills, Mr. Sills grew both of these companies from start-ups into NYSE publicly traded organizations. With Executive Risk, Mr. Sills grew an insurance company focusing on directors and officers insurance into a multi-lines specialty insurance carrier with over $600 million in premium when it was sold to Chubb in 1999; it is now an integral part of the Chubb organization.
In 2003, Mr. Sills started Darwin Professional Underwriters. In just three years, the company went public, reflecting its growth and success regardless of a crowded market. When he left Darwin in 2008, the premium volume was more than $200 million.
Nationally recognized as an industry leader, Mr. Sills is often asked to share his insight on insurance issues and trends and has been quoted in major insurance and business publications. Mr. Sills previously served as a member of the board of the Connecticut Children's Medical Center. He also served as president of PLUS, the leading professional liability trade organization. Awards include the Professional Liability Underwriting Society's (PLUS) Founders' Award. This award recognizes a member who has made a significant contribution to the society. Jacqueline Palumbo has been a senior manager with PRMS for 19 years. She has more than 35 years of experience underwriting healthcare professional liability insurance with a specialization in behavioral healthcare. In her role as the Chief Underwriting Officer, Ms. Palumbo directs the underwriting, sales, client services, product development, and policy production functions for PRMS.
Prior to joining PRMS, she was the Director of Underwriting with Healthcare Underwriters Mutual Insurance Company. Her previous experience includes management positions with Pro Assurance (formerly PIC Wisconsin), The Doctors Company, and Illinois State Medical Inter-Insurance Exchange.
Ms. Palumbo holds a property and casualty insurance agent license in all 50 states and DC. She is an active member of the Professional Liability Insurance Society (PLUS) and has been used as an expert witness for insurance coverage litigation cases. Contact Jacqueline Palumbo.
Melanie Smith manages the client relations and partnerships for PRMS including serving as the contact person for state, regional, and national psychiatric associations. She creates opportunities for company growth and collaboration. Ms. Smith identifies and coordinates service projects for PRMS participation, such as initiatives to support NAMI, mental health organizations, Kraftlove, local food banks, and disaster outreach projects.
Ms. Smith has worked in the marketing, communications and public relations fields since 1979. She was employed by the American Psychiatric Association (APA) Office of Member and Staff Benefits in 1986. When the APA established PRMS, Ms. Smith then became a PRMS employee. Previously, she was a marketing manager for an educational association. Ms. Smith earned a Bachelor's degree in Public Relations Management from George Mason University. Jean Bates is an experienced medical malpractice claims manager and negotiator, particularly involving behavioral healthcare litigation. She joined PRMS in 1989 and is currently directing and overseeing the claims department while still maintaining an active role in adjusting complex malpractice cases.
Ms. Bates has over 27 years of experience in healthcare liability insurance, investigating and managing malpractice claims for a broad range of specialties including emergency medicine, internal medicine, orthopedics, obstetrics/gynecology, and general surgery. She brought into this profession her clinical experience in the neurosurgery intensive care unit of a university hospital and the emergency department of a large county facility.
Ms. Bates received a Bachelor of Science degree in Biology from the University of Montevallo and her Bachelor of Science in Nursing degree from the University of Alabama at Birmingham. She also earned a Master of Arts in Public and Private Management degree from Birmingham-Southern College. Donna Vanderpool is responsible for the development and implementation of risk management services for PRMS. Ms. Vanderpool has developed expertise in the areas of telepsychiatry, HIPAA and forensic practice, and has consulted, written and spoken nationally on these and other healthcare law and risk management topics. She most recently contributed to a chapter in Gun Violence and Mental Health (APPI), authored chapters on telepsychiatry in Mental Health Practice in a Digital World (Springer) and Psychoanalysis Online 2 (Karnac). She also has co-edited and contributed chapters to several other clinical textbooks. Prior to joining PRMS in 2000, Ms. Vanderpool practiced criminal defense law, taught business and legal courses, and spent eight years managing a general surgical practice.

Brian Kaveh has been with PRMS since 1997, first serving as an independent consultant and then in 2007 he joined the company in his current role. He manages the IT division of PRMS which is responsible for development and maintenance of client/server applications, web development and hosting, commercial off-the-shelf (COTS) software evaluation, and database server development and administration. Mr. Kaveh is also responsible for development of in-house applications utilizing the .NET development platform and data warehousing project.
During his years as a consultant, Mr. Kaveh's clients included major corporations and government IT contractors. Prior to working as a consultant, he worked for Advanced Technology Systems as a Senior Programmer/Analyst and before that with IBM as a Programmer/Analyst.

Denny Rodriguez joined PRMS in 1999 as a claims examiner and is now responsible for the daily operations of the entire department. In addition to his experience in managing behavioral healthcare malpractice claims and providing risk management advice, Mr. Rodriguez also worked in obstetrical and gynecological malpractice litigation, as well as tort law, housing law, employment law, and consumer law. He provided consultation services to various companies on the development and implementation of alcohol and drug testing programs and conducted training seminars on the Omnibus Alcohol and Drug Testing Act for alcohol breath testing technicians and trainers.
Mr. Rodriguez received a Bachelor of Arts degree in English from the University of North Carolina at Wilmington and his Juris Doctor degree from the University of North Carolina at Chapel Hill. He is a member of the American Bar Association Litigation Section and Section of Science and Technology; Maryland State Bar Association, Health Law Section; and Professional Liability Underwriting Society. Mr. Rodriguez is a licensed claims adjuster and holds a property and casualty insurance agent license in Virginia. Megan Jones joined PRMS in 1997 and is responsible for strategic analysis and information regarding interpreting data, formulating reports and making sales and product recommendations based upon research findings and results. She implements new sales and retention communication initiatives as indicated from data analysis.
Ms. Jones brings valuable experience to PRMS as a licensed property and casualty agent with a background in both the insurance and the marketing industries. Ms. Jones worked with State Farm Insurance Company prior to joining PRMS. Ms. Jones received her Bachelor of Science degree in Business Management/Marketing from Elon University and her Master of Business Administration degree from the Wharton School of Business at the University of Pennsylvania. Diana Alva joined PRMS in 1999 as an underwriter and in 2000 moved to the Finance Department as the claims/reinsurance analyst. Ms. Alva manages all claims reporting to the reinsurer as well as management of the overall claim payments. She also provides analytic reports to the actuaries. She came to PRMS from Security Capital Group, Inc. as a risk management analyst. Ms. Alva has also worked for Archstone Communities Trust/Security Capital Atlantic Incorporated as a financial analyst and was with Lifeguard as an underwriter. Ms. Alva received her undergraduate degree in business administration in finance from the University of Texas-El Paso. In 2006 Ms. Alva earned her Masters in Science in Insurance Management from Boston University. She is a Chartered Property Casualty Underwriter and Associate in Reinsurance. Contact Diana Alva.
Max Ahmadi is a Certified Novell Engineer and a Microsoft Certified Systems Engineer. He has almost 20 years experience in information technology and has been with PRMS since 1995. Prior to joining PRMS, Mr. Ahmadi worked as a Network Engineer with a top-20 national networking firm where he installed over 200 networks a year. Charles David Cash joined PRMS in 2001 after serving as an assistant public defender for several years in the Mental Health Division of Maryland's Public Defender Office. He provided trial consultation and representation in cases involving significant mental health issues and represented clients in civil commitment proceedings. Mr. Cash also worked as a paramedic on the critical care transportation team of a major hospital. Mr. Cash has been responsible for educating professionals on a variety of mental healthcare topics, including training defense attorneys to represent developmentally disabled clients.
As PRMS Assistant Vice President, Risk Management, Mr. Cash supports psychiatrists and other healthcare professionals in their professional liability risk reduction efforts. He provides advice to clients through the Risk Management Consultation Service. Mr. Cash speaks nationally on risk management and insurance topics and coordinates educational presentations.
Mr. Cash received his Bachelor of Science degree in Emergency Health Services Management from the University of Maryland Baltimore County, a Juris Doctor degree from Quinnipiac College School of Law, and a Master of Laws in Health Law degree from DePaul University School of Law. Victoria Chevalier has been with PRMS since 1998. During her tenure with PRMS, Ms. Chevalier first held the position of underwriter for five years and then senior underwriter for five years. As the assistant vice president, she manages the insurance services staff and oversees the department operations.
Prior to joining the company, she worked at Georgetown University supervising telecommunications. Ms. Chevalier received an Associate degree in Criminal Justice from Prince George's Community College.
